Commission Resolutions Management System (CRMS)

Tanzania Commission for Universities (TCU) has developed an electronic system known as Commission Resolutions Management System (CRMS).The system will be used to manage all Commission Resolutions and to notify Institutions on all matters related to Commission Resolutions and its activities. Each Institution is required to use the system.

TAARIFA KWA UMMA KUHUSU UENDESHWAJI WA UDAHILI - ELIMU YA JUU KWA MWAKA WA MASOMO 2012/2013

UTANGULIZI

Tume ya Vyuo Vikuu Tanzania (‘Tanzania Commission for Universities-TCU) ikishirikiana na Baraza laTaifa la Elimu ya Ufundi (‘National Council for Technical Education’ - NACTE) pamoja na Bodi ya Mikopo ya Wanafunzi Elimu ya Juu (Higher Education Students Loans Board) inapenda kuutarifu umma kuhusu utaratibu wa kujiunga na vyuo vya elimu ya juu kwa mwaka wa masomo 2012/2013 kupitia mifumo ya “Pre-entry”, “Mature Age Entry”, “Equivalent Qualifications” na mfumo wa pamoja wa udahili (‘Central Admission System’) na utaratibu wa mikopo kama ifuatavyo:

 

1.     MFUMO WA UDAHILI KUANZIA MWAKA 2012/13

1.1 Utaratibu wa Kuendesha Program za “Pre-entry” na “Mature Age Entry”

Kuanzia mwaka huu 2012, vyuo vyote vitakavyotaka kuendesha mafunzo ya awali kabla ya mwombaji kustahili kudahiliwa ili kuweza kujiunga na programu za elimu ya juu (pre-entry programmes) pamoja na kuendesha mitihani ya kupitia mfumo wa “Mature Age Entry” vinatakiwa kuwasilisha programu hizo Tume ya Vyuo Vikuu (TCU) au Baraza la Taifa la Elimu ya Ufundi (NACTE) kwa uhakiki na kupata kibali. Programu hizo ni lazima ziendeshwe kwa muda wa mwaka mmoja. Hali kadhalika kwa upande wa mitihani kupitia mfumo wa mature entry, Tume kwa ushirikiano na Baraza, kwa pamoja wataandaa na kuratibu utaratibu wa mitihani katika vituo maalum kikanda ili vyeti vitakavyotolewa viwe na ulinganifu unaostahili na hatimaye kuweza kutumika katika udahili wa sifa linganishi katika vyuo mbalimbali.

Vyuo vinatakiwa kuandaa programu za mifumo ya “Pre-entry” na “Mature Age Entry” na kuziwasilisha Tume na Baraza ili zihakikiwe kwani mwaka wa masomo kwa kusudi hili utaanza mwezi Agosti 2012/2013. Kwa utaratibu huu, watakaofanya mafunzo hayo watatakiwa kufanya mitihani yao na kujiunga na masomo ya elimu ya juu katika mwaka wa masomo 2013/2014.

Kwa taarifa hii, mwaka 2012/13 hakutakuwapo na udahili wa wanafunzi kwa mfumo wa “Pre-Entry” na “Mature Age Entry”.

 

1.2 Utaratibu wa Udahili Kupitia Mfumo wa Pamoja (Central Admission System)

Waombaji watakaopitia mfumo wa pamoja wa udahili (CAS) wamegawanyika katika makundi manne, ambapo waombaji wa kundi (i), (ii) na (iii) watatambuliwa kama “Direct Applicants” na kundi (iv) watatambuliwa kama “Indirect Applicants”

 

(i)             Waliohitimu elimu ya sekondari kidato cha sita katika kipindi cha miaka miwili iliyopita pamoja na wale watakaohitimu mwaka huu.

(ii)           Waliohitimu mafunzo ya diploma ya elimu ya ufundi (NTA level 6) kutoka vyuo vinavyotambulika na NACTE miaka miwili iliyopita pamoja na wale watakaohitimu mwaka huu;

(iii)          Waliohitimu mafunzo ya Diploma ya Ualimu (kutoka vyuo vinavyotambulika) katika kipindi cha miaka miwili iliyopita pamoja na wale watakaohitimu mwaka huu.

(iv)          Waombaji ambao sio wa moja kwa moja (Indirect Applicants) ni wote waliohitimu kidato cha sita, Diploma ya Elimu ya Ufundi (NTA level 6) na Diploma ya Ualimu katika kipindi cha zaidi ya miaka miwili iliyopita (kuanzia 2009 kurudi nyuma).

 

1.2 Waombaji Watakaowasilisha Maombi yao Moja kwa Moja Vyuoni

Waombaji watakaowasilisha maombi kupitia vyuo husika ni wenye sifa linganishi (Equivalent Qualifications) yaani wenye vyeti vya Astashahada na Diploma ambazo hazitambuliwi moja kwa moja na NACTE. Ili kukamilisha udahili, wanashauriwa kuwasiliana na NACTE ili vyeti vyao vitambuliwe na kusajiliwa kabla udahili haujaanza.

Vyuo vinavyofundisha programu mbalimbali katika ngazi ya Astashahada na Diploma ambavyo havina usajili wa NACTE/NECTA vinatakiwa kuwasilisha matokeo ya wanafunzi wao NACTE haraka iwezekanavyo ili matokeo hayo yaweze kutumika katika utambuzi wa vyeti vya wanafunzi husika.

 

2.              MUDA WA UDAHILI KWA MAKUNDI MBALIMBALI

Muda wa maombi wa kuwasilisha maombi ya udahili kwenye CAS umegawanyika katika makundi matatu kama ifuatavyo:

 

(i)            Kundi la Kwanza (1 Aprili mpaka 30 Aprili 2012)

Waombaji wote waliomaliza kidato cha sita, Diploma ya Elimu ya Ufundi (NTA level 6), na Diploma ya Ualimu kuanzia mwaka 2011 kurudi nyuma wataanza kuomba udahili kuanzia Aprili 1, 2012 hadi 30 Aprili 2012.

 

(ii)          Kundi la Pili

Waombaji wote watakaomaliza kidato cha sita, Diploma ya Elimu ya Ufundi na Diploma ya Ualimu mwaka 2012 wataanza kuomba udahili baada ya matokeo yao ya mitihani kutangazwa na vyombo husika. Hakuna mwanafunzi atakayesajiliwa kwa kutumia matokeo ya muda (provisional or expected results).

 

(iii)        Kundi la Tatu

Waombaji wote ambao ni raia wa Tanzania waliosoma nje ya nchi au wenye vyeti ambavyo si vya mfumo wa elimu ya Tanzania (mfano: Cambridge, Bacclaureate, n.k). Waombaji wa kundi hili wanashauriwa kuomba udahili mara matokeo yao yatakapotangazwa na watatakiwa kupeleka vyeti vyao Baraza la Taifa la Mitihani (“National Examinations Council of Tanzania – NECTA”) au Baraza la Taifa la Elimu ya Ufundi (National Council for Technical Education - NACTE) kwa ajili ya kulinganisha alama zao za matokeo au kupata ithibati kabla ya kuanza kuomba udahili. Hakuna wanafunzi watakaodahiliwa kwa matokeo ya muda.

 

3.     UTARATIBU WA MIKOPO

Bodi ya Mikopo ya Wanafunzi wa Elimu ya Juu kwa mamlaka iliyopewa kisheria itatoa mwongozo na utaratibu wa utoaji wa mikopo mwezi Februari 2012. Miongozo hii itachapishwa katika vyombo vya habari na kusambazwa kwenye vyuo vyote vya elimu ya juu nchini na Ofisi za Posta na kwa Wakuu wa Elimu kila wilaya. Maombi ya mikopo kwa mwaka wa masomo 2011/2012 yataanza kupokelewa ifikapo mwezi Machi 2012 na mwisho wa kupokea maombi ni tarehe 30 Juni 2012. Utaratibu huu utahusu waombaji wote wapya na wale walioko masomoni katika vyuo vya elimu ya juu.

 

4.     HITIMISHO

Tunapenda kuwajulisha waombaji wote kuzingatia muda wao wa udahili kama ulivyoainishwa katika tangazo hili. Muda ukiisha hawataweza kuomba hadi mwaka wa masomo 2013/2014. Pia waombaji wote wanashauriwa kufuata taratibu za mikopo kam zitakazotolewa na Bodi ya Mikopo ili kuepuka usumbufu unaoweza kujitokeza katika swala hili

The 7th Exhibitions on Higher Education, Science and Technology

The Tanzania Commission for Universities (TCU) wishes to inform all stakeholders and the general public that, the 7th exhibitions on Higher Education, Science and Technology will be held from 18th to 20th April, 2012. These exhibitions are jointly organized by the TCU, the Ministry of Education and Vocational Training (MoEVT), Higher Education Institutions, as well as Regulatory, Professional and Research Bodies in and outside Tanzania.

 

Theme: Empowering Communities through Higher Education, Science, Technology and Innovation

Exhibitions’ Vision:

To become the leading national and regional state of the art exhibitions that promotes participation, enhances collaboration, builds up partnerships between higher education institutions and the Industry as well as developing mutual understanding on the issues that govern the quality of Higher education in the Country for the benefit of all humanity.

 

Exhibitions’ Mission:

To promote equity and collaboration, create partnerships and networks amongst the exhibitors and create linkages between higher education institutions, industry, research and development institutions and the market for national, regional and global socioeconomic development.

 

The Objectives of the Exhibitions:

o   Creation of awareness among the general public about the development of Higher Education and Research Institutions and Professional Bodies in the country;

o   Providing an opportunity to Higher Education Institutions to publicize their core functions and activities in the areas of teaching, research, consultancy as well as their current performance, potentials and future prospects;

o   Providing a platform for Higher Learning and Research Institutions as well as Local and International Educational Business Companies to exchange ideas and experiences related to their core functions thereby triggering competition that will result in provision of quality higher education and research output;

o   Enable the public and prospective applicants for admission into Higher Education Institutions within and outside Tanzania for the year 2012/2013 to interact with Universities, Regulatory Bodies and Research Institutions in order for them to make an informed choice;

o   Sensitize the public on the application process through the Central Admission System (CAS).

 

Participants:

Exhibitors are Higher Learning and Research Institutions, Quality Assurance Regulatory Bodies and Foreign Universities from within and outside the East Africa Region. Local and International Educational Business companies are also invited to participate.

 

The Venue of Exhibitions:

The 7th exhibitions on Higher Education Science and Technology will take place at the Diamond Jubilee Hall, Dar es Salaam.

 

Duration:

The exhibitions will be open at 09.00 hours and close at 18.00 hours for three days from 18th to 20th April 2012.

Expected Outcome:

The exhibitions will enable the Government, the general public and employers to realize the opportunities available in higher education institutions and in Educational Business Companies within and outside Tanzania and appreciate the critical roles they play in achieving national development goals.

Tanzania - GERMANY POSTGRADUATE TRAINING PROGRAM - 2012 CYCLE (PhD studies in Germany)

 The Tanzania Commission for Universities (TCU) is pleased to announce the second round PhD Scholarship for 2012 Cycle of Tanzania - Germany Postgraduate Training Program. 

This training program which is funded jointly under the Tanzanian Government through the Ministry of Education and Vocational Training and the German Academic Exchange Programme (DAAD), aims in particular, to impact on capacity-building in public Universities in Tanzania through staff development. The program awards scholarships to candidates who qualify to undertake PhD studies in Germany.

 

  1. 1. Eligibility Criteria

The applicant must:

  1. 1. Be a citizen of the United Republic of Tanzania;
  2. 2. Be an academic member of staff in a Tanzanian public university;
  3. 3. Hold a good Masters degree having obtained an equivalent of a B+ grade or above from a recognized university institution;
  4. 4. Have obtained the Masters degree not more than within the past 6 years;
  5. 5. Be willing to undertake PhD studies in Germany.

 

 

 

2. Applicants should submit applications consisting of the following documents in   TRIPLICATE:

 

  1. 1. Cover sheet
  2. 2. DAAD application form (with pictures attached)
  3. 3. Hand-signed Curriculum Vitae (use the Europass specimen form at http://europass.cedefop.europa.eu) and list of publications, if any
  4. 4. Confirmation of supervision by German university professor
  5. 5. Abstract of the research proposal on one (separate) page (please include name and title of the proposal)
  6. 6. Ph.D. proposal (10 – 18 pages; 1,5 spacing; 2,5cm space left, 2cm right)
  7. 7. Detailed work plan for 3 years including time schedule covering the whole period of the scholarship 
  8. 8. Two recommendation letters from senior academic referees (immediate supervisors) at your university (in English; on particular recommendation forms provided by DAAD)
  9. 9. Application letter indicating motivation to undertake PhD studies
  10. 10. Letter of support from home University
  11. 11. DAAD health certificate (to be submitted on a later date upon request by TCU)
  12. 12. Certificates (each certified as true copy of the original certificate):
  1. 1. Masters degree certificate and transcripts for each year
  2. 2. Bachelor degree certificate and transcripts for each year 
  3. 3. School leaving certificates with A-level and O-level certificates.

Recognition of Foreign Award --> Foreign Award Assessment System ( FAAS )

 The Tanzania Commission for Universities (TCU) through Laws of Tanzania Chapter 346 is mandated to recognize the awards offered by foreign institutions for various uses within Tanzania.

The Commission wishes to inform the public that it has revised its system of evaluating foreign awards by introducing the use of the ‘Foreign Award Assessment System (FAAS)’ where our esteemed customers will be able to lodge their applications electronically through the FAAS tool located in the TCU website and collect their Certificate of Evaluation in person at TCU offices earliest within two weeks after lodging their applications. The procedures on how to use the system can be accessed by visiting the FAAS platform at the TCU website.

Kumekuwepo na tafsiri tofauti kuhusiana na tangazo lililotolewa tarehe 03/11/2011 la Tamko la Serikali kuhusu mgogoro uliopo kati ya Wanafunzi wa Chuo cha IMTU waliosimamishwa na Uongozi wa Chuo cha IMTU, hususani utaratibu wa wanafunzi wa IMTU kuhama kwenda vyuo vingine.

Tume ya Vyuo Vikuu inafafanua kwamba utaratibu wa wanafunzi  kuhama ni kama ifuatavyo, kwanza mwanafunzi atatakiwa kuomba katika chuo atakachokipenda, pili mwanafunzi anatakiwa kuhamia kwenye  kozi ambayo inatambulika na Tume,  tatu  mwanafunzi  lazima awe na sifa zinazohitajika kwa ajili ya kujiunga na kozi hiyo,  nne IMTU inawajibika kutuma taarifa ya maendeleo ya masomo (academic transcript) ya mwanafunzi husika na taarifa zote zitakazohitajika za  mwanafunzi  kwenda chuo anachohamia,  tano Chuo kitakachompokea mwanafunzi kinatakiwa kuijulisha Tume juu ya mwanafunzi huyo kuwa hapo chuoni.

Kuhusu makubaliano mengine, Tume ya Vyuo Vikuu imekamilisha taratibu za kufanya ukaguzi wa kina wa chuo cha IMTU (Academic Administrative and Admission Audit) na mara ukaguzi huo utapokamilika mapendekezo ya ripoti yatatumika kwa maamuzi  kwa mujibu wa taratibu.

Kwa tangazo hili Tume ya Vyuo Vikuu inaomba wazazi na wanafunzi wa IMTU wafuate taratibu zilizotajwa kuhusiana na wale wanafunzi watakaopenda kuhamia vyuo vingine

Admission Policy Draft for Comments

The Tanzania Commission for Universities (TCU) is preparing a comprehensive admission policy into higher education in Tanzania. This policy is intended for the improvement of the admission system in our Universities and higher education institutions, based on the experience we had during the implementation of the centralized admission system for the 2010/11 academic year. Since the Universities and other higher education institutions are the key stakeholders in this process, I am sending you the draft of the TCU admission policy so that you can provide your inputs for the improvement of this and finalisation of this important document.

We will be happy to receive your comments by 15 January, 2011; there after a stakeholder meeting will be organized before the end of January, 2011 to discuss and finalize the same.

The East African Quality Assurance Handbook

 

 In East Africa higher education is one of the social entities that have continued to thrive through collaborative engagement of partner states of the East African Community (EAC) under the auspices of the Inter-University Council for East Africa (IUCEA). In that regard, the continued evolution of the collaborative engagement since the colonial era has made East Africa a specific higher education area within the African continent. In efforts to strengthen this set up, the IUCEA in collaboration with higher education regulatory bodies in Tanzania (Tanzania Commission for Universities – TCU), Kenya (Commission for Higher Education – CHE), and Uganda (National Council for Higher Education – NCHE), have introduced an East African quality assurance system that aims at harmonizing quality assurance practices and standards in the region. It is expected that the regional quality assurance system will facilitate comparability of higher education quality standards and quality assurance practices in East Africa. This is expected to facilitate easy mobility of students, academic pragrammes and graduates within the region. The quality assurance system is one of the main instruments to facilitate mutual recognition of academic programmes and qualifications within East Africa as part of implementation of the Common Market Protocol aspirations. 

 

In order to make the quality assurance system operational IUCEA in collaboration with TCU, CHE and NCHE have prepared a handbook, titled “ A Road map to Quality: Handbook for Quality Assurance in Higher Education.”

The Handbook contains instruments for the implementation of the quality assurance system through self and external assessment at programme and institutional levels.

 

 

 

 

The Handbook constitutes of four volumes; to view the handbooks please click the links below as follows:

Volume 2: Guidelines for external program assessment

Volume 3: Guidelines for self assessment at institutional level

Volume 4: Implementation of a quality assurance system

 

Volumes 3 and 4 are still in draft form but they can already be used as such. Several universities in Tanzania have now adopted the Handbook instruments in their quality assurance systems. Similarly, TCU has also adopted the use of the Handbook instruments for its quality assurance functions. Hence, TCU is posting the East African Quality Assurance Handbook on the website. All university institutions in Tanzania are urged to access the Handbook at the TCU website, get familiarized with its contents and adopt it into their quality assurance systems.

East African Community Common Market Protocol

East African Community Common Market Protocol came into force since  1st July, 2010. Among the issues to be addressed under the protocol include mutual recognition of academic and professional qualifications. TCU is involved in the negotiations of the annex on mutual recognition of academic and professional qualifications. A draft Qualifications Framework of existing recognition systems in East Africa was developed in Kampala on 23 June, 2010 for further consultation. To read more click here...
